Initial scaffold for kr_lp_pgnet
- README outlines local-server split workflow
- setup_server.sh installs paddlepaddle-gpu, clones PaddleOCR, fetches PGNet step1 pretrain
- empty configs/dict/data_gen/tools dirs for next steps
